This is a vintage Weiss brooch. I've done several hours of research and believe it to be genuine/authentic. The stones are crystal clear and sparkle almost as much as my wedding ring (diamonds). The stones are set with prongs, not glued in. The back is smooth metal, and the individual prong settings are each individual pieces that are skillfully connected (as seen from behind).  It measures 1-1/2 inch across.

 
The stamp is in block capital letters "WEISS" which dates it to the early 1940's.
