For your consideration, here is a Washington State Department of Highways 15 Year Safety Award Tie Tack Pin, with case, made by Enteman-Rovin Co. The Washington State Department of Highways became the Washington State Department of Transportation in 1977.  So it dates to some time before September of 1977.  It is 5/8's of an inch tall. The tie tack has very little wear on it. There is a dark spot on the back side of it. The case has a little wear on it.  Not sure if the case is original to it.  It will be mailed in a box for protection.
