This is a ufo catcher / plush of Usada Hikaru from the anime series "Di Gi Charat." It was made by SEGA in 2001. It is 9 1/2" tall. This is previously owned but in excellent condition. There are some unknown spots / stains on her back legs where the ribbon is. It likely is just dried glue from the same ribbon it's on.

It comes with the original tag, which is in excellent condition with some wear and bends. It also has some discoloration from where the price tag used to be.
