Marlo Collection by Artmark Lady Figurine Cup in hand Standing on Step. It appears that she might be at a garden party. 

She stands about 9" tall with the stand. If the stand is removed she is only about 8 1/4"  tall. The stand measures approximately 3" x 4.5".
