Mattel made this Hot Wheels Speedometer.  It shows the speed of the car passing on the race track with all Hot wheels and Sizzlers cars and track sets.  The piece sits over the track and digitally reveals the speed the car is going in miles and kilometers.  There is no track in the box nor is there a car included.  This item is from 1969 and NIB. Whether it works with sets made after 1969 I cannot guarantee.
