With international shipping rates varying as they do, how am I to settle on one flat rate?

I’m sure that shipping to different countries is going to have different rates. So, IMO, the only way to set a flat-rate shipping charge would be to set it at the highest possible shipping charge that you would incur.

You can always refund your customer if the cost is less than what you charged.

You didn’t say which shipping service that you are using but if it happens to be the USPS, this might help.
