Warning for everyone about media mail

This isn’t a question, but a warning and info for media mail shippers!
It looks like the post office is going to nit pick media mail shippers to death from here on. I had heard that pre-paid postage labels would get extra scrutiny starting this week, and this is the first time I have seen it for myself.
I sold a collection of 40 blu-ray titles on another site recently, and shipped them with media mail. I did not think twice, because I have used media mail for literally thousands of shipments over the years.
The box was opened and inspected, and because one of the titles was not considered “educational,” and I have never been told that something must be educational at any point in 15 years of using media mail until today. The recipient was told to pay $29.80 for the standard first class shipping postage due. The problem is, I had paid 11.33, so they have now received shipping paid from us both.
So now I have a PO’d buyer who expects me to pay for the postage due, which I have no fault in and is actually an overcharge of postage!

This almost sounds like some inspector at the PO does not know the PO official rules. It has been known to happen as sometimes I actually educate some of the counter help when they seem to get picky about some packages I mail.

From what I read, DVD’s should be OK to ship Media.

Media Mail Packages may not contain advertising except that books may contain incidental announcements of other books and sound recordings may contain incidental announcements of other sound recordings. In accordance
with standards in the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM 300) 173.3.2, Media Mail Packages are subject to inspection by the Postal Service™. Upon such inspection, matter not eligible for the Media Mail rate may be assessed at the proper rate and sent to the recipient postage due, or the sender may be contacted for additional postage (DMM 604.8.1).

it has been updated and video has been removed…unless educational

They are cracking down on all types of mail, even first class, if it is not the proper weight, the buyer is having to pay the overage amount. Media mail is subject to being opened by the post office., but not sure why yours was singled out for just one dvd, as it does not state that dvd’s have to be “educational” I would argue it with them.

I have found many instances where the scales at the local post office is incorrect. I don’t think the post office calibrate their scales.

4.0 Content Standards for Media Mail

4.1 Qualified Items
Only these items may be mailed at the Media Mail [URL removed]

a.Books, including books issued to supplement other books, of at least eight printed pages, consisting wholly of reading matter or scholarly bibliography, or reading matter with incidental blank spaces for notations and containing no advertising matter other than incidental announcements of books. Advertising includes paid advertising and the publishers‘ own advertising in display, classified, or editorial style.

b.16-millimeter or narrower width films, which must be positive prints in final form for viewing, and catalogs of such films of 24 pages or more (at least 22 of which are printed). Films and film catalogs sent to or from commercial theaters do not qualify for the Media Mail price.

c. Printed music, whether in bound or sheet form.

d. Printed objective test materials and their accessories used by or on behalf of educational institutions to test ability, aptitude, achievement, interests, and other mental and personal qualities with or without answers, test scores, or identifying information recorded thereon in writing or by mark.

e. Sound recordings, including incidental announcements of recordings and guides or scripts prepared solely for use with such recordings. Video recordings and player piano rolls are classified as sound recordings.

f. Playscripts and manuscripts for books, periodicals, and music.

g. Printed educational reference charts designed to instruct or train individuals for improving or developing their capabilities. Each chart must be a single printed sheet of information designed for educational reference. The information on the chart, which may be printed on one or both sides of the sheet, must be conveyed primarily by graphs, diagrams, tables, or other nonnarrative matter. An educational reference chart is normally but not necessarily devoted to one subject. A chart on which the information is conveyed primarily by textual matter in a narrative form does not qualify as a printed educational reference chart for mailing at the Media Mail prices even if it includes graphs, diagrams, or tables. Examples of qualifying charts include maps produced primarily for educational reference, tables of mathematical or scientific equations, noun declensions or verb conjugations used in the study of languages, periodic table of elements, botanical or zoological tables, and other tables used in the study of science.

h. Loose-leaf pages and their binders consisting of medical information for distribution to doctors, hospitals, medical schools, and medical students.

i.Computer-readable media containing prerecorded information and guides or scripts prepared solely for use with such media.

Where does it say in the updated media mail page that videos have to be educational? I’m just not seeing it. If that’s the case I will have to bulk edit my shipping prices for my whole video category. Yikes!

@Princess_Peanut. Videos do NOT have to be educational. Section 4e (see above) makes NO reference to educational materials. A’’ “video recordings… are classified as sound recordings.” And, sound recordings (vinyl LPs, cassettes, 8-track, CD’s, etc.) are permitted.

Just to emphasize that magazines are NOT media mail, because they have ads. It is in their regulations, but not real clear.
