What is the purpose of requesting a "fee refund"?

The following notification was included in a recent [URL removed] “Total [URL removed] $8.55 (19.0% of value) Request a fee refund” Never noticed this before. What does it mean?

If the buyer doesn’t pay or you refunded payment, you can prove to Bonanza and request a refund of your seller fees.
