This is the April 28, 1940 issue of the comic strip, "America's Greatest Comic Weekly". A newspaper supplement, but no city or state to identify its location. Most of the strips state, "King Features Syndicate, Inc".

For Whiter Washed With Safety (Oxydol ad)

Condition is probably VG+ (very good +) or better. Folded as shown, and there are a couple of tears. One on the front and one on the back. The seam is intact, and can be opened easily. Light staining from age.
