Yes, commission is charged on the shipping fees on any shipping amount charged over $10. In other words, the first $10 of shipping charges is free of commission.
However, there is a $0.50 minimum commission that you pay on your sale. So, if you were selling a $4 item with $6 in shipping charges, then your commission is paid only on the $4 item. At 3%, you would expect that the commission would be 12 cents. However, you will pay 50 cents (minimum), resulting in a commission rate of $0.50/$4.00 = 0.125 = 12.5%.

Remember these tips:
- Use links to other sources to support your opinions
- Use examples where possible
- Put yourself in the inquirers shoes: what extra info would be helpful?
Should I post a comment or an answer?
You can only post one answer, so make it count. Maybe your reply is more fitting as a comment instead?
Post an answer for:
- Replies that directly and specifically answer the original question
Post a comment for:
- "Thanks," "Me too," "I agree," or "Works for me" types of replies
- When you would like the original poster to provide more details
- When you have more to add to someone else's question or answer
