Does anyone know what this may be?

I believe this is some kind of military printing device but i could be wrong. I would appreciate any info on this. Thank you

@ Montrose- do you know the name of that mechanism? I searched but there are to many results and i did not see that one. Or maybe a link? I would appreciate that a lot. Thank you

@ reksplace36- it looks a lot like it and i even found some white glue like substance on the brush. Thank you very much.

I believe this is a tape dispenser. Way back when they used that wide brown tape on boxes that needed wetting to stick.(No self sticking tape then)
I think here is the way it worked.

The tape roll was put on the left side
and threaded under the wood roller and over
that thin rusty bar,then the tape would be
threaded over those rusty wheels and under
that toothy thing.
Then you would pull the tape and
The tape would turn those rusty wheels which
would pick up water from a water reservoir.
Then it would pass over the brush which would
wipe off the excess water which would drip back
into the reservoir.

It did not take long for it to turn into a sticky, smelly mess if the water was not changed and the glue
cleaned off every so often.
Any one that worked in a pack and ship department
remembers how that glue stank.

I even remember them… a LITTLE more modern. And I remember the smell!!!

This is a Paper tape dispenser. We had one in our Auto Parts Warehouse when I was kid some 55 years ago. The water went under the little plate in front of the brush and there was a pin that went through the roll of paper tape where the two casting come up.
This tape machine has a lot of wear.

What does it say under the star on the side? Pictures from other angles might help others, I have no idea what it is. Are those rusty wheels in the center right?
