To exclude specific countries, go to this shipping page (only you can see it), https://www.bonanza.com/booths/tharindu/edit_shipping to pick a shipping profile that you have created. Then, EDIT the profile to either EXCLUDE or SELECT the countries you want to ship to.

Of course, it may be slightly different for your settings since you are a non-USA based seller and shipper. As far as P.O. boxes, either there is no way to exclude them (or I haven’t found the setting) from receiving packages. However, IMO, shipping to a P.O. box is entirely safe since you would decrease the amount of lost/stolen packages. In many cases, larger packages would have to be picked up at the USPS counter and you would have great proof of delivery.

I am wondering why sales tax is collected from my sales since I am in Oregon where there is no sales tax. Yes true that California & others may have tax however if the sale took place via Oregon seller why are taxes collected by Bonanza?

States have passed laws ghag require the BUYER to pay sales taxes on items they have delivered to them from out-of-state sales. If you sell to someone in Oregon, then no tax is collected.
